From Riga You can take bus which is going on Riga- Veclaicene hightway (Cesis, Gaujien, Smiltene bus) and drive till bus stop Ligatne. From this bus stop is going public transport till rehabilitation centre.
You can take also bus till Cesis and then bus Cesis- Ligatne- Skalupes
